Hello Sarpasarpeti101, I have seen your contributions over time, and I thank you for that! Coming to your queries, I will try and answer them one by one, but we must note that the Sanskrit Wikipedia community is very small, and extensive policies/guidelines do not exist as of yet. Therefore, we must act conservatively, and cautiously. If any one of makes a mistake, there is every chance that it will not be corrected. I answer these queries based on my experience in the English Wikipedia.

1. About the article names, yes, for such a massive change, a consensus will be required. Raise the topic in the community portal, and I will try and ask other (dormant) editors to join in.
2. Regarding non Sanskrit names, what I have been doing it is translating it according to the most common pronunciation. For example, I would transliterate "Madrid" as मड्रिड् (the way it is done in Spanish), and not as the common Indian pronunciation म्यड्रिड् . I don't think there is any standard guideline for this, but I think its best to transliterate it so that someone else can understand it very easily.
3. Currently, the Main page can be edited by anyone, but we should be extra careful while editing the main page, as it is the face of Sanskrit Wikipedia. If you decide to make changes to the Main Page, it is best to leave a note at सम्भाषणम्:मुख्यपृष्ठम्, explaining what changes you have done.
4. According to me, 10 full articles are better than 100 one-line articles. It is better if articles contain at least 2 paragraphs (probably totaling to around 10 sentences). I do not recommend very small articles.
